About the Speakers

Douglas F. Kupas, MD, EMT-P, FAEMS

Dr. Kupas is the medical director for Geisinger EMS and co-director of Mobile Integrated Healthcare for Geisinger Health System, his clinical home for over 30 years. He is a professor of emergency medicine and an EMS physician who is board-certified in both EMS and emergency medicine. In addition, he is the Medical Director of NAEMT, President-Elect of NAEMSP, and serves on the EMS Subboard of the American Board of Emergency Medicine. Dr. Kupas is a passionate advocate for treatment-in-place, alternative destinations, and mobile integrated healthcare, and he believes that EMS can bring tremendous value to the healthcare for patients with acute emergencies and chronic conditions. 

Thomas Wieczorek

Thomas Wieczorek is an expert in fire and emergency medical services operations. He has served as a police officer, fire chief, director of public safety and city manager and is former Executive Director of the Center for Public Safety Excellence (formerly the Commission on Fire Accreditation International, Inc.). In addition to teaching programs at Grand Valley State University, the National Highway Traffic Safety Administration (NHTSA), and Grand Rapids Junior College, he continues to assist local government leaders with dispatch, police, fire, EMS, and Homeland Security. He testified frequently for the Michigan Municipal League before the legislature and in several courts as an expert in police and fire department management. He is the past president of the Michigan Local Government Manager’s Association (now M.M.E); served as the vice-chairperson of the Commission on Fire Officer Designation; and served as vice-chairperson of the Commission on Fire Accreditation International.

Matt is the Chief Transformation Officer for MedStar Mobile Healthcare in Fort Worth, TX. He has helped guide the implementation and financial sustainability of numerous innovative programs with healthcare partners that have transformed MedStar fully as a Mobile Integrated Healthcare provider. Most recently, he has led the negotiations with multiple third-party payers to change the basic economic model for EMS to better align patient, provider, and payer focus on patient-centered care as opposed to simply payment for ambulance transport. Matt serves as an EMS SME for multiple consulting firms working with city and county leaders to evaluate and redesign EMS systems with a focus on high performance and high value for the community. He dedicates his time to working with Congress on legislation to advance Medicare reimbursement for TIP and MIH payment models. Recently he worked with CMS/CMMI to help facilitate recent new payment models such as the Emergency Triage, Treat, and Transport (ET3) model and Medicare waivers for Treatment in Place during the pandemic.
